Because we are located at 35°N latitude, this is the angle above the horizon where the Earth's axis of rotation is located. Conveniently, it's pointing at Polaris. The CE is always at 90° with respect to the NCP, and that places it 55° above our southern horizon. If the CE (DEC = 0°) is 55° above our horizon, then the horizon itself is at –55° DEC. So, for our location in Conway, we cannot see anything at declinations from –55° to –90° (the SCP). Acrux won't ever rise above our horizon.
